install of 'supervisor' does not enable systemctl service

Bug Description
Mint 18, newly installed and updated.
Installing package 'supervisor' installs standard init scripts but does not start on boot. The systemd service is not enabled. It works as expected on enabling the service via systemctl.
This is a reversion from Mint 17, where supervisor was installed as a daemon an worked immediately.
