Bug Description

Sudo should only look up hostname if the rules for sudo require it to.

As the numerous bugs about sudo looking up hostnames suggest, its not always in the best interest to lookup the hostname if no rule defines it as necessary.

In some environments (whether you consider it a misconfiguration or not) you can have failed sudo commands or delayed sudo commands (in case of lookup failures). Neither may not be encountered if a minimalistic approach is taking to executing the sudo command.
