timezone cannot be set by geoip when autoinstalling

Bug Description

TimeZoneController only sets self.model.timezone when loading autoinstall data (when we will not have geoip results yet) or when its POST method is called (which it will not be for server or when autoinstalling desktop).

I think the goal should be:

timezone: "" or null --> default behaviour (i.e. use geoip for tz on desktop, set utc on server)
timezone: "geoip" --> use geoip for tz on desktop and server

Neither of these work quite right today
