Ubuntu 22.04 Server Minimal installs Standard

Bug Description

Hi!

I found an issue with installing Ubuntu Server 22.04 Minimal.
If I do not have a DHCP-server running when installing the Ubuntu server, choosing Minimal install is ignored and I get the Standard version (600+ packages).

If I have a DHCP-server running, and still chooses to use static IP, Minimal installs fine (ca 400 packages)

The ISO i'm installing from is: ubuntu-22.04.3-live-server-amd64.iso

Have someone else found this issue?, it seems unlikely that I would be the first to report it.
I have tried searching both reddit and google, but my google-fu has failed me.
