Upgrading to 23.04.1 results in monochrome output when installing over serial

Bug Description

In the installation process on riscv64 I was offered to upgrade from subiquity 23.02.1 to 23.04.1. The dialogue to choose colored output was not offered again. Instead I was downgraded to monochrome output on my serial console to QEMU.
