activation-mode directive not recognized in user-data file

Bug Description

Using daily update image for 20.04
Placing activation-mode in the netplan section of the user-data file results in an error about an unknown token. After the automated install fails and you get dumped to a shell, no changes to files in /etc/netplan are needed to make the netplan try or netplan apply commands work without error.
