offer to skip upgrade at end of install

Bug Description

The install was super fast! But I'm on slow wifi at this coffee shop or on the airplane. I'd like to skip the online package upgrade at the end of the install. Please?

AFAIK there was no such thing? What looks like an online package upgrade at the end of install?

Curtin definitely invokes apt to do some things, but I don't know if they
are quite what they look like.
