/usr/sbin/ipsec is missing a lot of docs

Bug Description

There is docs on ipsec pki on the website http://wiki.strongswan.org/projects/strongswan/wiki/IpsecPkiGen

but man ipsec lakcs that information and ipsec --help pki doesn't have it either.

Man pages for the pki tool and its subcommands have been committed to the master branch and will be available with the next release (5.1.1).

  * strongswan-starter.install:
    - pki tool is now in /usr/bin.
    - Install pt-tls-client.
    - Install manpages (LP: #1206263).
