steam window doesn't show with DRI_PRIME=1

Bug Description

I used to be able to run steam with DRI_PRIME=1 to use my amd gpu instead of the intel one. Now, steam runs but no windows show up. I can edit launch configs for each game to have `DRI_PRIME=1 %command%` to have individual games use the amd gpu, but was nicer to set it at steam runtime and not have to configure each game.
