Authentication prompt when used by a non-administrator account

When I start Steam from a standard [not admin] account, it keeps popping up prompts for the administrator password. The prompt says the reason is to manage network configuration.

The computer affected by this is being shared between me and another person, but I own the administrator account. I will be happy to provide logs if needed.

To further confirm this issue, I've changed the affected user to become an administrator, and that makes the problem go away. This is my workaround for now.
