Steam says I'm offline when I'm not. Ubuntu 17.04 Daily

Bug Description
When installing steam either from .deb package from their site, or through apt install steam, I have a popup after installing saying: "Fatal error: Steam needs to be online to update. Please confirm your network connection and try again."
I am online and all other online content works fine. This is also something that has changed in the daily for Ubuntu 17.04. In 16.10 it works fine, it also works completely fine in Linux Mint, both 18 and 18.1 Beta.
Has anyone else encountered this problem? I think it might be related to some DNS settings, but nothing has changed in my /etc/hosts file as far as I can tell.
