Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

Running Ubuntu 16.04. I opened Steam this afternoon, and it seemed to attempt an update and then would not open. I uninstalled it, and when I tried to reinstall:

The issue of "Installation terminated: Steam License Agreement was DECLINED." has since been solved with bug 1273027. As stated in the other bug this question has now been removed. Therefore I'll mark this bug as a duplicate of it...
