Same here. Worth noting the output of glxinfo | grep render :
direct rendering: Yes
    GLX_MESA_multithread_makecurrent, GLX_MESA_query_renderer,
    GLX_MESA_multithread_makecurrent, GLX_MESA_query_renderer,
OpenGL renderer string: Gallium 0.4 on AMD KAVERI
    GL_MESA_texture_signed_rgba, GL_NV_conditional_render, GL_NV_depth_clamp,
    GL_NV_blend_square, GL_NV_conditional_render, GL_NV_depth_clamp,
    GL_OES_fbo_render_mipmap, GL_OES_get_program_binary, GL_OES_mapbuffer,

Steam runs fine if I switch to the proprietary fglrx driver.

I can't change to the proprietary drivers, unfortunately:

-----

Warning: install transaction not completed successfully: Transaction failed: Package dependencies cannot be resolved
 The following packages have unmet dependencies:

fglrx-updates: Depends: libqtcore4 (>= 4:4.8.4) but 4:4.8.6+git49-gbc62005+dfsg-1ubuntu1 is to be installed
               Depends: xorg-video-abi-18 but it is a virtual package

This workaround http://askubuntu.com/a/538907/22153 works with Radeon open source drivers.
