Workardound:

Dowload the latest jockey-common here (look for date modified):
http://security.ubuntu.com/ubuntu/pool/main/j/jockey/

Install it using dpkg in the terminal:
sudo dpkg -i /path/to/jockey-common.deb

Then you can install and run Steam.

It prevents the package (or a dependent one) from functioning correctly at all.

Had a desktop that I upgraded from Ubuntu 13.10, and there wasn't a problem with steam; however, I did a fresh install on my HP dv6 7029wm, and I encounterd this bug.

The real workaround is: Change the repository server from [your country] to the main servers of Ubuntu.

I did that and it worked well.
