Hello and thanks for this bug report. The upgrade fails because of:
chown: changing ownership of '/etc/sssd/ sssd.conf' : Operation not permitted
which is strange, given that apt runs as root. Did you perhaps `chattr +i` that file, or something like that?
Are you able to reproduce the problem from a freshly installed Ubuntu system? Also, I see:

If you are using an Ubuntu derivative, then this bug may belong to the derivative.
