@renbag: It might be that in terms of timing, the DHCP server is also involved, since it defines the time network-online.target takes to start. Our setup is relatively slow, since we have a DHCP server under high load (several 10000 leases) and are using a dhcrelay in between.
Potentially, you can still force the issue to appear by inverting the workaround to force sssd to start before network-online.target.
