Bug Description
This bug is very similar to Bug #1695870
However, this bug also affects users of Xenial which choose to use upstart instead of systemd. The upstart service file also still lists starting on autofs. However, for users without autofs, this signal is never emitted, and sssd never starts.

while in general upstart isn't the focus anymore I agree that it should be considered since it is an update regression.
Not sure if Dup'ing this bug would not make is less readable - so instead of a dup I'll for now assign Victor who drove the original Bug #1566508 that caused the issue as well as the resolution of Bug #1695870 into Trusty.
@Victor - what do you think, since for upstart opt-in users this is an update-regression would you consider working on a fix for Xenial as well?
