Move iptables from depends to recommends

Bug Description
Please move iptables from Depends to Recommends.
It's true that iptables is default in Ubuntu, but if I use nftables instead of iptables, sshguard install iptables again even if I have removed it.
Alternatively, you can put in Depends nftables as an alternative to iptables, but you have to change the backend in /etc/sshguard/

Fixed in 2.3.1-1ubuntu3, but with recommending nftables instead, like in Debian.
