configtest.php fails with undefined get_location()

Bug Description
Binary package hint: squirrelmail
Ubuntu 2.6.31-
LAMP-SERVER^ installed
Squirrelmail 2.1.4.19-1
php-db installed (I saw this in another bug report)
Squirrelmail and Apache configuration copied from working system, file locations and permissions seem right. I assume some module isn't loaded but can't find anything wrong.
When I try to access Squirrelmail it gives the error:
ERROR: Config file "config/config.php" not found.
When I try to run congfigtest.php it gives the error:
Fatal error: Call to undefined function get_location() in /usr/share/
