Bug Description
In Ubuntu 14.04, behavior of PHP's htmlspecialchars() has changed. This results in pretty bad behavior with squirrelmail. Rendering of non-utf8 and non-iso-8859-1 messages fails in a way that message is not visible and/or Subject and/or From fields are also not visible.

Attached patch solves the problem in Ubuntu 14.04. It's the patch provided by upstream's bug report.

I hate to resurrect this thread but exactly the same error is appearing in a fresh install of Xenial 16.04.1 with a fresh install of SquirrelMail.
The login page says it 1.4.23SVN, but the i18n/php and strings.php (the ones that seems to cause the problem don't look the same as the current SM SVN.
I tried copying those two files over from the current official version, but it didn't help.
I then copied most of the other folder from the official version over the existing fresh install - class, functions, help, images, include,locale, plugins, po, and themes.
The existing setup/config was left and that fixed the error, so I guess Xenial's version is behind the curve somewhere.

I've noticed this as well. I also noticed that every message that I've dug into with these problems is coming from MailChimp Mailer...
This issue wasn't in 14.04 LTS - it appeared in 16.04 LTS after the upgrade.
It appears that the Yakkety version is exactly the same package, so this will probably still be there.

I have a PPA there with the patch that resolves the issue in 16.04 for me - please try it if you have a chance.
