Binary package hint: sqlite3
Previous Ubuntu releases shipped a sqlite3 command-line utility that has readline support built into it. The version with 10.04 seems to not have this.

This proved to be pilot error. Unknown to me, the Android SDK installed their own version of the "sqlite3" binary, and it was higher in my path than /usr/bin/sqlite3. Once I re-ordered my path to pick up the correct binary, the problem went away. Apologies.
