Binary package hint: sqlite3
The sqlite3 command-line interface seems to occupy two slots for every non-ascii character. Please see the attached test-case and demonstration (the Müller line), it should be pretty obvious.
Using sqlite3 version 3.6.16-1ubuntu1 on karmic.
