Ubuntu version 12.04 amd
The following line needs to be in /usr/lib/
package ifneeded sqlite 2.0 [list load $dir/libtclsqli

The error message you get without the suggested change is:
attempt to provide package sqlite 0.0 failed: package sqlite 2.0 provided instead
To test this, run tclsh
At the prompt, type "package require sqlite" and hit return.
