libspirv-reflect-static.a is not available and is required for gfxreconstruct to build with this package.

I made an upload of my branch here: https://launchpad.net/~antoinelassagne/+archive/ubuntu/vulkan-testing

For this, I added a spirv-reflect-dev package that delivers the static library.

I see that Dylan from Debian uploaded the same patch: https://salsa.debian.org/xorg-team/vulkan/spirv-reflect

At this point it's probably better to sync debian to Resolute, rather than continuing this Ubuntu-only packaging? Sponsor, let me know :)
