Mumble won't work on armhf due to fixedpoint

Bug Description

Some features are disabled when built with fixed point, such as AGC (automatic gain control) which mumble is relying on to work properly.

Therefore build with float on armhf.

Great minds think alike. I just hit this same issue today with resampling synthesized speech audio from 22050, and not hearing anything due to underruns.

I'll upload this if I find it works for me.

This bug was fixed in the package speex - 1.2~rc1-7ubuntu1
