This looks like an error in braille.el, but given the amount of time that has passed, I would be tempted to close this bug report as unreproducible now.
Sorry for the long delay in getting a response; unfortunately, it seems that there are not a lot of volunteers to look after the speechd-el package in Ubuntu.
