Not obvious how to enable MP3 output format option

Bug Description

My daughter wanted to use Sound Juicer to rip into MP3. MP3 was not in the "Preferences -> Output Formats" list but she found MP3 available under "Preferences -> Edit Profiles" and wondered how to enable this option.

The person in this forum thread was similarly baffled:

It would be good if the enabling of "CD quality, MP3" somehow triggered the installation of gstreamer0.10-plugins-ugly-multiverse, similar to the way Totem, et al., install missing codecs. Perhaps this triggering could be hooked to the "Active?" toggle on the 'Editing Profile "CD quality, MP3"' dialog box. When this Output Format is made Active then confirm that gstreamer0.10-plugins-ugly-multiverse is installed or install it otherwise.

I second this sentiment. I love Ubuntu, so consider this constructive criticism, but I agree that it would be nice to have this process automated a bit... I have been using since Dapper, so I am not a exactly novice, and I killed 30 minutes setting this up...

Auto-triggering of loading resticted packages may be not the best solution as seen from a copyright perspective.
