systemd information is not collected if this plugin remains disabled

No systemd specific information available after collect.
[Fix]
Enable the systemd plugin for Ubuntu and Debian
[Test Case]
Without the fix, invoking the systemd plugin will show :
# sosreport --batch -osystemd
sosreport (version 3.1)
a non-existing plugin (systemd) was specified in the command line
With the fix, the command will run successfully.

None, the plugin was disabled previously.
