"additional drivers" says we are using nvidia drivers but its not true

Bug Description
after selecting the recommended, tested nvidia driver, and restarting the system as suggested, no nvidia modules are loaded at all, instead just nouveau kernel modules are loaded and all the nvidia tools confirm that no nvidia drivers are being used and running.
But starting the software properties and opening the "additional drivers" tab again, I'm being told the nvidia drivers are in selected and "1 proprietary driver in use".
