Thank you for taking the time to report this bug and helping to make Ubuntu better. Please answer these questions:
* Is this reproducible?
* If so, what specific steps should we take to recreate this bug?

This will help us to find and resolve the problem.

Yes, the bug is reproducible when I run "Gnome on Xorg".
Running Gnome on Wayland this bug does not happen.

Please follow these steps (Xorg-session):

1. Open "Software and Updates"
2. Klick "Other Software"
3. Klick "Canonical Partners"
4. Instead of being asked for the password nothing happens. Toggles and text are greyed out.

I saw this error message in the terminal from which I launched software-properties:

 $ software-properties-gtk
ERROR:root:Authentication canceled, changes have not been saved

Changed in software-properties (Ubuntu):
status: Incomplete → Confirmed

encountered it after an update to 17.10 as well.
My workaround for now is to start software-properties-gtk using gksu

Also happening on Ubuntu 18.04
