Adding ppa not working under proxy

Bug Description
In Ubuntu 13.10, PPA's could be added under proxy. But after that, i.e in 14.04, error comes like this
Cannot add PPA: 'ppa:ppa name'.
Please check that the PPA name or format is correct.
apt works fine under proxy. But, repositories are not added. I have to use a non-proxified network to add repositories.
