software-properties should force the user to reboot after installing nvidia/fglrx

Bug Description

After changing the display driver the system has to be rebooted before X can work again. A logout will end up with a crashed/malfunctioning xserver and a bugreport that will just confuse the triager and waste resources.

The dialog has to warn/force the user to reboot in order to avoid that.
