Confirmed, it's the integration of the last tab (Additionnal drivers) in quantal release which make the opening of the software-properties-gtk longer.

Mr. Roth

So bug #1051723 reported on 9-16-2012 is a duplicate of bug #1073728
reported on 10-31-2012.
Please explain the rationality behind this.

@warren: This has been marked as a duplicate of the more recently reported bug as:
* the more recent bug has a more detailed description of what the problem is (although it is a big enough problem that software properties loads in 30s) - there are other applications which load in 30seconds, however all of them have some sort of feedback to show the user that something is happening (loading bar, splash screen, etc)
* the other bug has a set of useful suggestions on what could be done to fix the bug, or at least temporarily improve the situation until the root cause is fixed.
Usually I know it's best to mark more recent bugs as duplicates of the older bugs, however there are some exceptions when the bugs differ in the ammount of communication or amount of information provided. Another solution to do this would have been to mark the more recent bug as a duplicate of the older one, and overwrite the description of the older bug with the description of the more detailed one, however this would send out more notifications for the people subscribed to the bugs.
I hope you understand the decision now, sorry for the confusion.
