package python3-software-properties (not installed) failed to install/upgrade: trying to overwrite '/usr/share/man/man1/add-apt-repository.1.gz', which is also in package python-software-properties 0.83

This happens trying to do sudo apt-get upgrade and even sudo apt-get dist-upgrade and sudo apt-get -f install.

software-properties-common depends on python3-software-properties and is trying to install it and remove python-software-properties, but it tries to install the new package before removing the old one, so it fails.
