"History" filter bar is missing a border

Bug Description

Ubuntu Software Center 5.1.13.2, Ubuntu Pangolin

1. Navigate to the History screen.
2. Look at the filter bar (the bar containing "All Changes", "Installations", "Updates", "Removals").

What you see: There's no border between the filter bar and the list of history entries.

What you should see: The filter bar has a border.

This is a regression of bug 831421.

I am marking this as Fix Released, as the current Quantal version of software center, 5.4.1.2 already has a separator line between the filter bar and the history treeview, see the attached screenshot.
