Thanks for your bugreport.

This is a confusing error, the humanity-icon-theme is installed and that contains:
  /usr/share/icons/Humanity/actions/16/package-{install,upgrade,remove}.svg

Is this from a fresh install? I wonder if maybe there is a issue with the svg loader or something?

They were generated at about the same time, within a few seconds

This bug makes it impossible to use Software Center if the humanity icon theme is not installed. I would expect that the icons are simply replaced by some place holder if they can't be found, but crashing because of a missing icon is really unexpected and bad behaviour for me.
I have installed only the GNOME icon theme which does not contain the icons required by Software Center, so I can't use it without installing an icon theme that I won't be using.

The bug occurred when I was updateing the system, so maybe it has something to do with that action. Probably because both pgms use dpkg to get the installed packages.
After restart the Software Center was usable again.

I too got this issue while I was updating the system. IMHO Dick Kniep is correct, the issue seems stem from the fact that both programs use dpkg to the packages.

I got this bug when updating too. I don't have any default icon theme missing.
While the updates installed, I searched for an uninstalled application in the dash, clicked to open it in the software-center, and got this crash. I tried several times to open it and it crashed each time.
Now that the updates installation is finished, I can open software-center.
i have again installed updates, and tried to reproduce it, but software-center opened correctly, so maybe it only happens when the software-center has not yet been opened in the current session?

I also agree that it is probably connected to upgrading ubuntu and starting ubuntu software center on the same time.
