Capitalize the first letter of the description of Steel Storm: Burning Retribution

Bug Description

The entry for Steel Storm: Burning Retribution on USC now reads "brilliant tactical action shooter". The first letter should be capitalized so that it reads "Brilliant tactical action shooter", since this is how most other packages/programs are presented.

Setting to triaged as the wiki specification[1] also mentions that the package synopsis' first letter should be capitalized:
"The summary should be the application Comment, if there is one; otherwise the package synopsis with its first word capitalized, if the application has a Name but not a Comment; otherwise the package name (because if you’re looking at a non-application package in the first place, you’re fairly likely to be the sort of user who wants to know the package name). "
