software center doesn't list programs installed by .deb

Bug Description

Step to reproduce the bug:
1. Try install a .deb software with software center
2. After the install, search for the software (e.g. if you want to remove it)

What happens:
The software is not listed, so it's impossible to remove it via Software Center

What should happen:
The software is correctly listed

The software isn't listed in the 'history' too.

In my side, Software Center simply won't display any installed software anymore!
OS=Ubuntu 12.04 64b French
I tried this but no chance:
        close Software Center
        rm /var/lib/apt/lists/* -vf
 apt-get autoclean
 apt-get update
        (wait...)
        re-open Software Center: choose Installed or any of choice in it: it spins the wheel cursor but never ends.
I tried "Ubuntu Tweak" also but SC still annoying.

That behaviour still on today even system is up to date.
SC still able to display proposed software and install them.
Difference with Lucas Chiodini's case is that the "History" button contains correct history.
I order to uninstall/remove any software, I have to remember its name and make a search in "All software" button, so it is able to display whether that software is installed. When installed it propose a remove button.

I don't know which any previous action could made SC to loose its functionnality for "Installed" button.
Can "Ubuntu Tweak" be the cause ? (I ran it before the issue as I remember but not sure).

System details:
- System has 1GB RAM
- Ubuntu is 12.04 kernel 3.2.0-35 generic
- Software Center is 5.2.7
- Ubuntu Tweak is 0.8.3
- System is used as web server only (LAMP)
- SearhMonkey 0.8.1-8 was installed for few days but I removed it because of bugs
