Bug Description

It needs to be far easier for developers to get their apps into the software center, and to update them once they are in.

Currently I have 21 ppas active, I'm sure others have more. I add a ppa for almost every program I want, because either the software center does not have the program I am looking for, or it is out of date. This model is absurd, I almost think that installing apps in Windows could be more secure. I have to add an entire repo -- and expose my system to the possibilities of just one repo owner's password being comprised -- just to get an up to date app. The only thing that is keeping malware out of Launchpad is the community, not practice of installing up to date apps.

As an end user, when I open the "Software /Center/", I should find just about every app available for Ubuntu ready to install -- and already up to date. Currently I think that ppas are more the "center" of installing apps on Ubuntu then even the Software Center is.

I don't think Ubuntu should become a rolling release, but something really needs to be done about the above situation. Perhaps splitting the Ubuntu repos into two -- one for the Ubuntu Core (kernel, desktop, system libraries, etc) and one for the applications. The applications repo could then be continually updated as developers update their apps without effecting the core system of Ubuntu. On system upgrade ("distro upgrade"), only the System Repo would be updated to the newest Ubuntu release, making the upgrade process far smoother then the current mess that often results. I am sure there are problems with the above approach, but perhaps there are ways to work them out on a technical level.
