software-center won't update package list automatically

Bug Description

1. Start Oneiric iso in KVM (eg using testdrive)
2. Run software-center and select Edit - Software Sources
3. In software sources dialog, enable universe sources, quit dialog by selecting "Close"
 - > Note: Software center won't update package list automatically
5. Select a universe package (eg 7zip)

Instead of updating the previously enabled universe package list automatically, software center offers the user to "Use this Source" (referring to universe source)

This is inconsistent behavior and might be confusing for the user, since they already activated the universe sources. Moreover, in previous Ubuntu releases (I am running Maverick), software-center used to automatically update package list when sources changed.

This is still present in Precise 12.04. When the software sources change the package list is not automatically updated. Morever Ubuntu Software Center provides no method to manually update the package list.

A work around is to close Ubuntu Software Center, open update manage and click check or run 'sudo apt-get update' in a terminel and finally open Ubuntu Software Center again.

This bug really needs a fix. How can it be required to use the terminal to install new software after enabling more software sources...

This bug is STILL happening in 13.04 Raring Ringtail.

This is not a difficult thing to solve why is this bug still around it hasn't even been assigned yet?
