software-center crashed with UnicodeDecodeError in __str__(): 'ascii' codec can't decode byte 0xc4 in position 4: ordinal not in range(128)

Bug Description

I was trying to install google-talkplugin (google-talkplugin_current_amd64.deb) from downloaded file. I clicked in downloaded file in the list of downloaded files of firefox window, noothing happened, so i did it once more. In a moment there was opened two instances of software-center and crash happened.
I don't know if it was reason of installing this file or opening software-center twice.
Finnally I used dpkg from command line to install google-talkplugin.
