USC gtk3 banner seems over size on a netbook

The banner and buttons takes up almost the top half of the screen meaning that not all the pieces show up on the screen.

In theory the banners could be scaled, but in practice they will usually be based on a bitmap graphic, and scaling them down (by any factor other than 0.5) would make them blurry. So I don't think this problem is any more than an inevitable consequence of the fact that netbooks have tiny screens.
It's *possible* that the current fixed size for banners is a little tall, but changing that would make little difference here.
