Canonical Partners software listing is confusingly incomplete

Binary package hint: software-center
I was looking to install the sun-java6-plugin from the partner repositories and opened software center. In the "Canonical Partners" section I saw some applications but not the one for which I was looking. I checked with rmadison and it shows up in natty-partner. Come to find out I didn't have the partners repository enabled in my /etc/apt/
Its really rather confusing that there is an incomplete list of software in the Partners section as it leads one to believe they the partners repo enabled when they may not. In my mind the list should either be complete and tell you to enable partners when you go to install something or there should be nothing there until you've enabled it.

I was finally able to recreate this issue after asking Brian some questions. Be sure to "show technical packages" or else the sun-java6 packages get filtered out.
