software-center should suggest where/how to upload screenshots for applications that don't have them

Binary package hint: software-center

Currently if an application doesn't have a screenshot it just displays a message saying "No screenshot". It should include a link to allow you to upload a screenshot if you want for an application.

Thanks for your report. I'm setting this one as opinion as I think it warrants some discussion as to how it would be implemented. I don't think we could just allow people to upload pictures without moderation (it wouldn't take long before all the screenshots were porn pictures or advertising spam), and the moderating piece is something that needs thought. Also, how do we determine if you are allowed to upload a screenshot? Should it be the first person who decides to do it while there are none or would subsequent people also be allowed to upload one?
However, I do acknowledge it could be easier for people to get a screenshot in without having to submit it in a branch.
