Submit Review sign in hangs when no connection

Bug Description

1. Go to the software item screen for something you have installed, and choose "Write a review".
2. Sign in to Ubuntu SSO if necessary.
3. Cancel the review process.
4. Disconnect from the Internet.
5. Before "Write your own review" becomes insensitive, click it again.
6. In the review dialog click "Cancel".
What happens:
5. The 'Signing In' spinner screen of the submit review window hangs, continuing to spin and not advising the user that it has not been able to sign in.
6. A traceback: "ServerNotFound
What should happen: either
* the review dialog should not appear until you are already signed in (compare bug 851108); or
* the review dialog should close automatically if (a) you aren't signed in and (b) there's no Internet connection.
(This report previously also covered the Cancel button not working at all, which has since been fixed.)
