I don't believe this is a bug, the backgrounds are only meant to be in the categoryview pages and the software details pages.
@Guillaume
Could you specify what it is exactly that happened and what should of happened in your opinion?

Guillaume is quite right: the software list views are currently the odd ones out, the only screens that don't show the background. Alexander is also right, that we can't use the background with the current layout of the list views, because the color of the gradient could interfere with selection color.
Matthew McGowan and I discussed this a couple of weeks ago, and he has begun work to show the first item of a software list view *below* the bottom of the background, so that they don't clash (except for search results, which should start at the top and have no background). Now, this would leave quite a bit of empty space at the top. Fortunately, though, this coincides with our desire to make departments and subsections more attractive in general: that empty space can contain subtle artwork (of the same style as the clouds) that matches the department, e.g. pens and pencils in "Office", or lanes diverging and merging in "Version Control".
So, I suggest we make this change early in the Natty cycle, giving us time to organize that artwork.

Hi! Thanks for your bug report. As you may be aware, the upcoming release of Ubuntu 11.10 will feature a redesigned software-center. The bug you describe is no longer relevant in recent development versions of software-center, so I'll close this bug report. Please continue to report any bugs you may find. Thanks again for your help!

This may be a design thing. The pages with the background generally don't have anything where the clouds are.
