Ubuntu software Center is some occasions does not fully install software

I noticed this happened with Phatch. The GUI for this program would not show up under Applications-
I had to use Synaptic Package Manager to install the rest of the other packages in order for it show.
Also when there is a problem with a partially installed application, no error information is shown about that particular application, like it would on Synaptic Package Manager. This prevents software installation from within the Ubuntu Software Center because the user may not know what is happening since it will show a progress bar at 0% indefinitely for programs that being installed after the problem occurs and it will hang there until the problem is corrected manually or through Synaptic Package Manager.

I noticed the same problem with Phatch. After installation, only phatch-cli was installed, not the gui.
But for your second comment on other partially installed applications: I think the problem with Phatch is not related to this.
