Software Center doesn't show Dutch times correctly

Bug Description
What I did:
Open Software Center and click on the history tab, to look at when I installed what.
What I expected:
Times to be shown in proper Dutch/European format, such as 17:00 for 5 PM.
What I saw:
Times shown in an ambiguous 12h format, such as 5:00 for 5 PM and AM.
I've had this on Xubuntu 14.04 and elementary Luna, both on the same PC with arch x86_64
