Progress tab in software center is in white moving box

I'm not sure how to describe this other than when the progress tab is visible in software center, there is a strange box that resizes to fit around the rotating arrows as they rotate

tried to ask already but was told it's probably a bug. There are also white boxes around the play pause buttons for music programs in the drop down sound menu
