Software center is not loading

Bug Description
Using Ubuntu 12.04 software Center would load the window but then the window would go grey and it said the program was not responding, and also Dash would not find Applications. I decided to install the lastest version of Ubuntu so installed Ubuntu 13.10. The Dash will now find Applications but the Software Center still will only open the window but not go any further.
On trying to open the program inthe terminal the following was shown:
